This is a scarce Wiper for the US Models 1840, 1842 & 1843 Hall Carbines. These wipers are shown and described on page 100 of GUN TOOLS: Their History & Identification by Shafer, Rutledge & Dorsey. The example in the book has dimensions 2 13/16” for overall length and 13/32” for overall width of the tines, with the female threads listed as being 15/64”x24. This example measures 2 49/64” in overall length,  and 25/64” wide. These dimensions are only 3/64” off on overall length and 1/64” off in overall width from the example in the book and is will within the tolerances of the era. The base appears to be threaded at 15/16” in diameter, but it is impossible to check the female thread pitch without a special gauge. The wiper came out of part of a large collection of Hall related material. The wiper remains in VERY GOODcondition and is moderately oxidized with a mottled gray patina with patches of darker age discolorations, some surface roughness and some scattered pitting. One of the two tines is broken and is probably about ¼” short of full length. This would be a nice addition to an advanced gun tool collection or to add to a Hall Carbine display. Please note that the images are larger than the actual size of the wiper, to allow the condition of the tool to be more readily assessed.
